Brownsville has among the worst primary care to patient ratios in the United States, and the funding is appallingly inadequate. There is a shortage of healthcare providers in the city as the number of healthcare providers is lesser than the number of patients visiting the available healthcare facilities, thus not meeting the high demand for healthcare services (Towncharts, 2021). Brownsville has more than three thousand five hundred patients for a particular primary care provider, and this means there is no screening, prevention, basic care for illnesses and infections, or immunizations. Moreover, the entire Brownsville city has only five healthcare facilities, which serve 182,781 residents. The presence of few hospitals in Brownsville city and the shortage of healthcare providers increase morbidity and mortality rates as many patients remain unattended. The workforce shortage also affects the available healthcare providers since they are required to attend to more patients, resulting in burnout and high turnover rates. These hospitals are also poorly funded by the federal, local, and state governments (Ehrenfeld, 2018). Many Brownsville residents are uninsured and the fourth city with most uninsured individuals. Most insured individuals have public health insurance, while some have private health insurance. Although residents are getting insurance coverage, the change is still small (Towncharts, 2021). Besides, the Medicaid rules are tight for the residents since it does not include everyone. Individuals who are childless, have the lowest income cap, and the disabled are not eligible for Medicaid. The healthcare costs are also high, and Medicaid is unwilling to adjust the costs, preventing many from receiving their care. Proposal for a new/improved service Brownsville can address the healthcare provider shortage by training and retaining more healthcare providers. Constructing more medical schools within the area will increase the number of trained healthcare personnel who will be working in the available hospitals. The federal, local, and state governments should increase funds directed to healthcare in the city to purchase the essentials (Ehrenfeld, 2018). Additionally, the government should provide funds for constructing other healthcare facilities that will provide patients’ needs and quality care. Besides, the Medicaid rules should be repealed to include everyone despite the economic and physical differences. The cost of healthcare insurance should also be reduced to include everyone, including individuals from low-income (below the federal income) households. The floor plan of a facility to implement the service This facility should be large enough to accommodate more patients, create a safe and comfortable environment for patients to heal and the healthcare providers to work effectively. Additionally, the facility needs to be modern, providing a wide range of services, and play numerous distinct roles. The services that should be included in the facility include inpatient and outpatient services, which provide simple procedures and long-term intensive care services, laboratories that provide diagnostic and treatment services, imaging areas, and operating rooms. In addition, the facility will provide administrative services, such as registration, reception, record keeping, human resource, and accounting services. The facility should be a teaching hospital that will provide research and teaching services for nurses, medical doctors, laboratory technicians, imaging technicians, and other healthcare personnel. In addition, the facility will also have an emergency room where all emergency cases will be received and a pharmacy that will provide patients with all kinds of medications. The size of the facility will be large enough to accommodate 1000 beds with a building gross square feet of 2500 per bed.
