M ylan found itself at the center of a storm  this w eek as a burst of outrage over a m ore than 500 percent increase in the price of E piP en since 2007 forced the com pany to offer subsidies to cut out­of­pocket costs for som e patients buying the life­saving allergy drug. The com panys fast response to try to quell the grow ing uproar w as praised by experts, yet the lack of a clear explanation or a reversal of the price increases left M ylan, based in the N etherlands and run from  offices in C ecil, W ashington C ounty, open to continued criticism . C E O  H eather B resch shifted blam e for the hikes ­­ the retail price of an E piP en tw o­pack is $609, up from  about $94 in 2007 ­­ onto m iddlem en, such as pharm acies and insurance com panies, and w hat she called the broken health care system . H er com m ents, m ade during a Thursday appearance on C N B C , struck G ene G rabow ski, a crisis com m unications expert and partner at W ashington­based consulting firm  K global, as disingenuous. M ylans argum ent for the price increase is very unconvincing, G rabow ski said. Its not convincing to regulators, not convincing to the m edia and not convincing to consum ers. A  better strategy w ould have been for B resch to accept blam e for the increases but explain that the com pany w as pushed to quickly ram p up production of E piP en to m eet dem and after com peting products w ere pulled from  the m arket and delayed by regulators, G rabow ski said. French drugm aker S anofi last year recalled a sim ilar product, and Israeli com pany Teva P harm aceutical Industries has been delayed by the Food and D rug A dm inistration in launching a generic version of E piP en. M ylan spokesw om an N ina D evlin declined to com m ent. A nalysts at W ells Fargo S ecurities said in a report Thursday that M ylan should have im m ediately silenced its critics by reversing its m ost recent price increases. E piP ens price w as raised three tim es since the end of 2014, w hen a tw o­pack cost $401. The hikes w ere noticed this sum m er as parents refilled prescriptions for children heading back to school. The W ells Fargo note to its clients said M ylans response w ill not satisfy the calls for inquiry and calls for low er prices. W e believe M ylan w ould have been better served by taking a sim ple approach of clearly acknow ledging w ith contrition its decision to raise prices (and) sim ply low ering the price to the level of tw o or three years ago. Instead, the com pany took steps to help patients hit w ith high out­of­pocket costs for E piP en. M ylan is offering a discount card that w ill reduce the out­of­pocket paym ent for patients by up to $300 for an E piP en tw o­pack. In addition to the discount card, M ylan said it w ill allow fam ilies w ith higher incom es to qualify for another program  that provides subsidies that could elim inate out­ of­pocket costs for uninsured and underinsured patients. U m er R affat, an analyst at E vercore IS I in N ew  York, estim ated that the tw o subsidy program s could end up costing M ylan about $100 m illion, or about 10 percent of E piP ens annual sales. D espite the negative publicity, G rabow ski said its unlikely that M ylan w ill suffer long­term  harm  to its business or reputation. E very drug com pany has suffered from  that, he said. B ut they continue to thrive because they m ake products in high dem and and they m ake a lot of m oney, so stockholders stay w ith them . M ylan stock price rebounded slightly Friday, rising 18 cents to $43.03. It had fallen about 10 percent over the previous four days.   M ylan has w eathered other controversies. The com pany m oved its corporate address to the N etherlands in 2015 in a tax­low ering m aneuver know n as an inversion and w as criticized by A m erican governm ent officials for not paying its fair share of taxes. M ylan also is facing scrutiny over land deals involving a board m em ber. The com pany purchased property previously ow ned by a director, R odney P iatt, for its C ecil headquarters but didnt disclose the deals to investors. The S ecurities and E xchange C om m ission has asked the com pany to provide docum ents related to the purchases. C E O  B resch has faced questions about w hether she w as given special treatm ent w hile w orking on her m asters degree at W est V irginia U niversity. S he has denied any w rongdoing. A udrey G uskey, an associate professor of m arketing at D uquesne U niversity, said she believes B reschs explanations about the price hikes and the com panys m oves to help patients w ith out­of­pocket costs w ere sufficient to tam p dow n the controversy. I think this response is very fair and very thorough, she said. M ylan is doing nothing different from  any other com pany in the pharm aceutical industry by raising its prices, G uskey said. For w hatever reason, theyve been taken as the bad guys in this situation. Instead of focusing on one com pany, she said, w e need to be outraged about our health care costs in general.
