The com panys fast response to try to quell the grow ing uproar w as praised by experts, yet the lack of a clear explanation or a reversal of the price increases left M ylan, based in the N etherlands and run from  offices in C ecil, W ashington C ounty, open to continued criticism . The W ells Fargo note to its clients said M ylans response w ill not satisfy the calls for inquiry and calls for low er prices. W e believe M ylan w ould have been better served by taking a sim ple approach of clearly acknow ledging w ith contrition its decision to raise prices (and) sim ply low ering the price to the level of tw o or three years ago. Instead, the com pany took steps to help patients hit w ith high out­of­pocket costs for E piP en. M ylan is offering a discount card that w ill reduce the out­of­pocket paym ent for patients by up to $300 for an E piP en tw o­pack. In addition to the discount card, M ylan said it w ill allow fam ilies w ith higher incom es to qualify for another program  that provides subsidies that could elim inate out­ of­pocket costs for uninsured and underinsured patients. U m er R affat, an analyst at E vercore IS I in N ew  York, estim ated that the tw o subsidy program s could end up costing M ylan about $100 m illion, or about 10 percent of E piP ens annual sales.
