This is caused by the incremental expense increase that occurs for each move in once stabilization point is meet.  As an example, a newly opened building at needs to cover the cost of a full leadership team.  That cost remains flat and once above 90\% in general labor, food and utility costs are minimal vs at a lower occupancy. So a larger \% of the revenue generated by occupancy goes to the bottom line.  The Power of Rate Rate vs. Occupancy:  In general rate revenue is 2-3x more impactful than occupancy.  This becomes even more evident once a community achieves stabilized occupancy.  In general expenses inflate 2-3\% a year.  So rates need to increase 3+ \% a year to stay ahead of inflation and improve Year over Year NOI and grow your bottom line.
