Description
Part I: The world is becoming smaller and smaller and when companies look to expand they often look outside their original footprint. Rasmussen Healthcare Systems is looking to expand their system to another state. To help advise Rasmussen on this decision, you will write 4-5 pages that compare and contrast the healthcare reform policies of the state where you reside and another state of your choice. Please keep in mind the position and facility you selected. Make sure to include the following:
Discuss the purpose of each states reform.
Describe a minimum of three specific examples of similarities and differences in healthcare reform policies in the two states.
Discuss in detail some of the ethical issues and moral disputes in each states reform.
Discuss your recommendation on whether Rasmussen Healthcare Systems should expand to the second state.

Introduction
The American healthcare Act was introduced as a bill in response to medical challenges facing the United States of America (Rosenbaum, 2017). The bill was passed by the United States house of representative, but congress did not pass the bill. The statement was appealed, introduced, and give in 2017 May when the republican took government. The bill impacts Medicaid as it is responsible for offering citizens healthcare insurance in the United States of America. Therefore despite the bill affecting healthcare institutions, the insurance companies had the most significant impact.
The objective of the legislative action
The purpose of the legislative action was to allow flexibility in the establishment of essential healthcare benefits. Removal of the existing federal cap tied on the share of premiums that goes to the insurers’ maintenance cost. To give insurers the chance of changing the tips for five times concerning old vs young as opposed to the current rate, which was three times by then. Reduction in Medicaid payments by use of lower inflation index as a way of considering the welfare of the citizens and drop in the cost of medication (Holahan, Blumberg, Buettgens, & Pan, 2017). Provision of funds to health insurers as a way of stabilizing them to enable them to function effectively.
Challenges being addressed by the legislative action.
The legislative action was motivated by reducing medical expense, which was a burden to local citizens. The cost of insurance was high, which was translating the impact to the citizens hence increasing the cost of living; having the clause that reduces Medicaid payment help in reducing the burden the local citizen’s hade in acquiring medical services ( Adler, Fiedler, & Gronniger, 2017). The government instead introduced a fund that was to support the insurance program to facilitate all the necessary medical exercises despite the reduction in the payment made by the citizens. Therefore, the legislative action of the American Healthcare Act was motivated by the idea of lowering the cost of medical expense on the local citizens by reducing the expected payments made to insure but instead introduced a fund that will maintain higher efficiency in terms of service delivery to cover healthcare medication demand.
Opposing viewpoints for the American healthcare Act
Office of Management and Budget was opposing the legislative action considering their analysis that under the implementation of the law, over 26 million people will lose insurance coverage within one decade, which was not a good move. Introduction
Medicaid is a national program that seeks to offer medical support for all Americans. Newborns and the elderly benefit from Medicaid regardless of their social status (inferior, middle class, or other groups of people). Statistics prove that one adult is insured through Medicaid, and one child is guaranteed in every three in the whole country out of five Americans. People are offered an opportunity to go for check-ups, and their stay in the hospital, whether short-term or long-term, is paid for. Medical practitioners and hospitals are also beneficiaries of Medicaid through funds and other subsidies. In general, the burden of healthcare services for low-income earners and hospitals is reduced significantly (Ehealth, 2021). This has strengthened healthcare systems in the country and helped boost the economy. Affordable Care Act (ACA) is a program through Medicaid that has significantly helped middle-class families in America access healthcare services. This is an opportunity for individuals who cannot obtain or do not want employer-based insurance coverage for healthcare services. This essay will discuss the programs purpose and its effectiveness in executing its objectives in ensuring that the people who are part of it are benefitting.
The purpose of the Affordable Care Act (ACA) in healthcare services
Federal Poverty Line (EPL) helps individuals to understand where their income stands. This is very important for middle-class individuals who want to purchase medical insurance coverage through the Affordable Care Act (ACA). (Thomas, 2017). An individual is eligible for specific programs and benefits that the Affordable Care Act (ACA) provides if the Health and Human Services department gives information to EPL who use it for that purpose. The Affordable Care Act (ACA) benefit is that it ensures its members for medical services and offers them access to save through marketplace health insurance. Also, the Children Health Insurance Program (CHIP) is covered under this program. Some subsidies give members a premium coverage plan for their selected marketplace insurance.

Introduction
Lobbyists serve the function of influencing policymakers on behalf of an organization so that the decisions they make favour the parent organization. It has become a practical way of influencing government decision making. This is also the case in the healthcare industry where big companies such as Merck, Pfizer and the American Health Association spend lots of money to hire lobbyists (Landers, & Sehgal, 2004). This paper will present two specific examples where lobbying was used to influence healthcare decisions.
How lobbying has been used
2009 healthcare reform bill
In 2009, Congress was in debating the health care reform bill. This is a significant bill whose implications stretch far and wide into US healthcare. The healthcare companies involved were of all types ranging from large corporations, medium-sized establishments, advocacy groups, universities, religious groups and even Indian tribes. In total, they hired about 4,525 lobbyists, which represent eight lobbyists for each member of Congress. This is a significant number and shows the effort that goes into the lobbying division (Leech, 2010). The results were successful as they reduced the brunt of the cost-cutting measures that would have been put in place and blocked a proposed robust government-run insurance program.
This was good for the companies. They would retain the majority of their profits, but the citizens were denied the intended benefits of this healthcare bill (Miles, & Asbridge, 2017). The cost-cutting measures would relieve many families of expensive healthcare, especially in the US, where it is the most costly. The insurance program would cover many people, from the homeless to the independent, but this did not materialize. The people were denied improvements to their lives, all for the sake of the preservation of the corporations money.
An insurance program is critical in ensuring universal healthcare provision for all citizens. There are various social classes in society. Therefore, there is a need for an insurance program by the government to help those from low-income families to be able to access healthcare services through lobbying it to help the government through the legislature to pass policies that enable effective implementation of healthcare insurance program. Through lobbying, the government understands the need of the healthcare sector so that when policies are being made, they Address the fundamental challenges facing the healthcare sector.
The lobbying was significant as it helped the citizen’s benefits from government programs. It enables the government to understand issues to be addressed and included in the program, ensuring that both the organization and the citizens benefit from healthcare provision.
