Instructions: Use this outline if you need help writing a first draft of the AP--this outline is not

1. INTRODUCTION (about 1 page): Use the introduction you wrote for the CP as a rough draft
for your introduction to the AP. You will have to revise the CP Introduction, make it stronger
given the new sources you have read since you wrote it and add a thesis statement that clearly
states your purpose in the AP: To develop an argument about which efforts to address the
problem work best, explain why, and offer possible next steps. By the end of your introduction,
the reader should clearly understand your position (what your argument is). Once you state your
thesis, your job in the rest of the AP is to defend and develop that thesis using your
research/sources.
2. CONTEXT ( @ 2-3 pages): Follow the introduction with about 2-4 pages of context; this

You can and should include personal experience if you think it is applicable yet make sure that if
you use it, it is enhancing not replacing your research-based argument.
5. CONCLUSION (@ 1 page): Use the conclusion to offer possible next steps. Show the reader
that you have thought carefully about this issue, the solution you are advocating for, and the

reporting a research group discussing the segregation in education system, even though the group
are not form by some experts and government members, but the debate are solid basted on

fairly convincing and sound, for example one of the students gives data to show how bad New
Jersey in school segregation: “New Jersey is ranked the sixth-most-segregated state in the nation
for black students, and seventh for Latino students, according to a study by the Civil Rights
Project at UCLA(2).” What is more, they cited historical evidence to support their argument:
“We’ve ended up with a society that’s more segregated than it was in 1954, when Brown v. Board
of Education was passed(2).” This articles gives be a brand new perspective of understanding
solutions to schools segregation. Unlike more of the articles providing data and giving interviews
to many experts, this news article form by debate conversation from college students that care for
their community and wanted to fix the problems, their suggestions are sound and supported with

fix it” is written by Valarie Strauss. Strauss is a reporter of the Washington Post that covers the
topics of education and foreign affairs. Strauss is an education writer of the Answer Sheet blog.
She came to The Washington Post as an assistant foreign editor for Asia in 1987. She also
previously worked at UPI and the LA Times. Strauss has a Bachelors degree from the University
of Miami and a masters degree from Northwestern University. This particular article by Strauss
digs into the history behind segregation in schools. She says that segregation at first was because
the states and districts used to run segregated schools, but in the last few decades, they have been
going back to segregation. Strauss uses the data from the federal government that showed that the
number of high-poverty schools serving black and brown students has more than doubles between
2001 and 2014. Strauss indicates the governments approach to the issue, for example, the
introduction of a bill to the New York City Council to understand the cause and remedies of racial
segregation in schools. Strauss also uses the work of Richard Rothstein. Strauss notes that it is
useless to study school segregation without studying residential segregation. School separation is
connected to the neighborhoods. Strauss notes that the reason for school segregation in the 20thcentury segregation of the neighborhoods by city, state, and neighborhood governments. The
author ends by stating that the only way to remedy the situation is by integrating neighborhoods
through housing policies. The article’s credibility is enhanced by the use of different sources from
the government and other authors. This article provides an insight into the history behind the
segregation of the society in general; it provides a different approach towards the way that the
governments can work to solve the problem. The governments have a better chance to change the
problem of segregation in schools by first changing the housing policies, which in turn affect the
attendance of schools. The article opens the project to the role that the city, state, and federal
governments play in changing the deplorable conditions of segregation in schools.

written by Toni Smith-Thompson, who is an organizer in the Advocacy Department, where she
focuses on campaigns to strengthen public education. Toni works on the New York Civil Liberties
Unions efforts on reduction of school suspensions and arrests, promoting equity through school
integration, among others. She is also a part of a team working to develop new leaders through the
NYCLU’s new volunteer program. The article by Toni is based on the theme that segregation
remains in schools in the country in an intractable manner. Smith-Thompson brings the importance
of understanding segregation in school and housing. She uses the works of Professor of Education,
Pedro Noguera, who says, maintaining racially segregated schools by law or social convention
was practiced widely throughout the US and premised on the notion that racially inferior children
should be educated separately.” The government-backed segregation through housing policies.
The author notes that the reason the country got to segregation was because of the government,
not a social accident. Because there have been policies trying to stop segregation, the schools have
started to use other proxies like housing status, socio-economic status, priced lunch, and even test
scores. The proxies stigmatize and reinforce bad belied on race, achievement, and ability. The
purpose of the article is to unearth the other ways that schools are using to discriminate along racial
lines. The water seamlessly moves from the government’s augmentation of segregation to the way
schools have devised new segregation methods. The recommends changing the view of quality
education as being a charity. The article is important because it gives a specific example of District
3 and how the people have reacted to policies that governments are putting forth. The District has
forced the parents to use a lot of resources in tutoring their children to get better grades so they
can be admitted to better schools. The article helps to open the project to other ways of
implementing segregation in schools and therefore, how to find means of tackling the problem.
The history of segregation is as important as the newer methods used to further the segregation in
schools.

National Education Association Research Visiting Scholars Series. Gary Orfield is a civil rights
activist in the civil rights project at the University of California, Los Angeles. He has been involved
in developing government policy and has participated as a court-appointed expert in several civil
rights cases and has been called to testify in civil rights suits by the United States department of
justice as well as other legal services and educational organizations. In the article, the main point
is that a nation, it is expected of us to create equal outcomes for students who are disadvantaged
because of their racial orientations. He points out that segregation has worsened in the United
States from the time that the Supreme Court stated dissolving desegregation plans years ago. The
article suggests that the first step is for educators to recognize and demand changes in racial
conditions outside the schools that make their work so much harder. Such conditions are like wage
policy, housing policy, and health care. Besides, there is need to demand a civil rights agenda for
our schools and third, is to develop support and training plans to empower teachers with the
necessary skills they need to better work with the students of all backgrounds and to teach with
practices and materials that completely recognize the contributions of all cultures and races in the
united states.
The article points out evidence from the past by referencing the sentiments of former
president George w bush, ”President George W. Bush was fundamentally right when he
highlighted massive inequalities in education for minority students” (Orfield, par 5). It also cites a
survey of a national sample of NEA teachers to show how teachers and students are segregated.
(Orfield, para 6). In my understanding, the article points out that addressing the issue of racial
segregation is a necessary part of the education system, for it is the core of how our schools and
communities work, and addressing the issue is part of the groundwork for successful education
reform and community integration. This article will give me insights moving forward to
understand and analyze the racial segregation issue as well as help me in my career as a civil rights
activist.

that appeared in The Atlantic. Rachel Cohen is an award-winning journalist who is based in
Washington, DC. She specializes in politics and policy issues with n intersection between the two.
Her works have appeared in the Atlantic, the Washington Post, among others. She points out in
this article that racial segregation can be solved by changing how college admissions work. The
main factor is to take school demographics into account when doing college admissions. The
method will give priority to applicants who attend schools with a threshold of low-income students.
This way, admissions will favor students who attended economically intergrade schools the same
way it does for students with outstanding extracurricular activities or unusual travel experiences.
The article based its argument on a theory brought forth by Thomas Scott-Railton, a Yale
law school graduate. Scott, on the other hand, based her arguments and insights from Nikole
Hannah-jones reporting on this American life on school segregations in the metropolitan area of
St. Louis. The suburb was affected by the prospects of black students from the neighborhood
enrolling in public skills. The article has credible and valid sources for the interviews that are
practical and relevant to the ongoing situation. To back up the claims, the article uses a case in
year 2016 where colleges sought to change applicant behavior where admission officers of more
than fifty universities signed on the report led by Harvard graduate school of education.
The article has some biases, however, for it only focuses on students from low-income families.
However, there are students affected by racial segregation not because of their economic status but
by the color of their skin. Besides, the whole theory is new and has not been tested on a wider
scale; hence its positive outcome cannot be guaranteed. The article is important for my studies
because it advances a new way of thinking about ancient problems and encourages me to think
positively about integrating admissions and diversity in higher education for the betterment and
good of the society.

The Segregation in Southern California High Schools System and Solution to these Schools
When I was just an elementary school student watching TV shows about high school
students, I quickly realized something was off, why are that beautiful elite school has only a few
black students and those schools that looks not so great and clean have much more color
students. According to the Stancil, “segregated schools were doubled between 1996 and 2016,
ethnic minority children went to these schools increase from 59 to 66 percent, and for black
students, the number increased from 59 to 71 percent” (Stancil 1). American students are
suffering from school segregation and specially ethnic minority students. California is one of the
more segregated state in the country, data shows that across southern California, 171 schools,
more than 14\% in the state, are attended by student populations at least 90\% minority or 90\%
white (Ariel 3). School segregation could lead to many problems such as education resources
inequality, unhealthy ethnic diversity, and poverty to certain races. The more ethnic minority
student will have fewer choices in their career because of the low-quality education they received
