There are three parts to your class project: the first two are essays. The final part is a PowerPoint
presentation that will display the combined work on the essays. For each assignment, there will
be detailed instructions and rubrics with scoring criteria available in the “Assignments” section
of the course.
OVERVIEW:
1. You are a White House Staff Member working for a newly inaugurated President. The
President is preparing the first “State of the Union” address to Congress which will
outline the president’s vision for addressing current issues facing the United States.
2. You will research issues to create the President’s address. The president is not a dictator.
The proposals must consider the Constitution, relevant court rulings, and public opinion.
3. After you have completed your research of the issues, you will then create a PowerPoint
presentation reflecting your proposed State of the Union address. Think of it as your TV
infomercial promoting your plan, and use it to grab the public’s attention.
Issue Essays
Using the “Assignments” section of the classroom, you will write two essays together with cited
research sources. They will be a target length of 750 words per essay (about three pages).
The rubric states an exemplary essay will be concise. The topics for the issues will be:
1. Healthcare
2. National Security
For each essay, choose a problem within the topic. What are two competing solutions to this
problem? Explain which one is better and why. How are the different levels of government
involved (federal, state and local)? This will require research into news recent news articles
(published within four weeks of each assignment’s due date). For each respective week, include
relevant information from the required readings for that week as well.

After you have completed your research of the issues for the essays, you will design and build a
presentation that represents each of the above issues and proposed solutions. This is an
opportunity for you to use your creative side. You will use a minimum of four slides for each

The American Healthcare Debacle
The United States is arguably the most formidable and dominant country in the world.
Both economically and militarily, the United States is one of the wealthiest and more powerful
nations while also remaining a vibrant leader in industries like technology and manufacturing. If
the current COVID-19 pandemic has taught the country anything, it is that the current healthcare
system is inadequate and fails to address the inherent problems posed not only by a pandemic
situation but in general medical care as well. The majority of Americans receive their healthcare
from their employers. However, The Affordable Care Act (ACA, Obamacare) signed into law in
2010, was an expansion of healthcare and government in the hope that the number of uninsured
Americans went down. There is no question that the passing of this legislation stirred quite the
controversy—particularly in the individual mandate provision, which forced Americans to buy
health insurance or suffer a financial penalty. For some, it was unconstitutional, but for others, it
was absolutely necessary. The individual mandate is a battle that is taking place in courts and
hospital rooms across this country. The decision to repeal this provision by the Trump
Administration is preferable because the government forcing uninsured Americans to buy health
insurance or face a fine is not only unconstitutional but goes against the very tenants of
American liberalism.
First, it is essential to provide the context in terms of where the debate lies in
contemporary society. The Trump administration has repealed the individual mandate after the
passage of the Tax Cuts and Job Act (TCJA) in 2017. In looking at the responsibilities of local,
state, and federal agencies, the individual mandate—while also including the entirety of
Obamacare—was enacted by the Congress (i.e., the legislative branch), signed into law by thenPresident Obama (i.e., Executive branch), and codified by the United States Supreme Court (i.e.,

Judicial branch). The implementation and oversight is the responsibility of both federal and state
agencies who play a pivotal role in providing other health insurance programs like the California
medical program Medical which is state-sponsored and taxpayer-funded also. State governments
primarily administered Pre-TCJA, health insurance marketplaces with help from federal
agencies. This federalist interaction, “was in an attempt to provide additional access to private
insurance coverage, with income-based premium subsidies for low- and middle-income people”
(Commonwealth Fund). Although the Trump administration repealed the mandate, the separation
between State and Federal governments has enabled many states to implement individual
mandates on a state-by-state level. Some of the State actions include “implementing reinsurance
programs; adopting state individual mandate requirements” (Tolbert, Diaz; 2019). Obamacare
remains a fundamental component of America’s healthcare system, but recent actions by the
Trump Administration attempt to rid the system with sections like the individual mandate.
The contending opinions—and the entirety of the debate for that matter—lie on two
major platforms. On one side, Americans resist the individual mandate because they hate the idea
of the government intruding into their lives, particularly when it comes to consequential
decisions like healthcare. However, proponents of repealing the mandate contend that it lowers
the number of uninsured Americans and recognizes that everyone should receive medical care
irrespective of their ability to pay for it. According to a Congressional Budget Office (CBO)
study in 2017, The revenue gained by making this change would offset some of the revenue lost
through cuts in corporate and individual tax rates. Still, the risk is that 13 million people could
lose health insurance coverage over the next decade (CBO 2017). The debate both economically
and morally is of great importance for activists on both sides. Public opinion also plays a pivotal
role in directing the conversation. One poll found that Although roughly half of Americans have

a favorable view of the ACA and a vast majority support the law’s financial assistance
provisions and consumer protections, the requirement that people have health insurance or else
pay a tax penalty remains unpopular (Karpman and Long 2017). Taking this study at face value,
it seems that the individual mandate is not unpopular merely because it attempts to provide
health insurance to everyone; instead, the mechanism of forcing Americans is what seems deeply
unpopular.
Overall, the role of local, state, and federal governments is vital in the implementation of
Obamacare. The design of the American governing system allows for such discretion over how
each state handles its healthcare system. Other states like California have implemented
individual mandates that resemble the one in Obamacare, further showcasing the relationship
between state and federal governments. The debate centers around individualism and
collectivism through some who demand the government to stay far out of their lives to others
who feel it a moral wrong that insurance is not universally guaranteed. Regardless, the
government must ensure that it remains within the boundaries of the Constitution and
considering the Supreme Court has taken up the issue, this assurance seems to be dismal. Forcing
Americans into paying for healthcare is morally and ethically wrong, particularly in a country
like the United States, which espouses individual sovereignty and freedom.

National Security Debate (Cyber Security)
National security is one of America’s most critical concerns, both for the government and
the citizens. Malicious cyber activities have resulted in devastating consequences to both the
national and economic security of the United States (Finnemore, & Hollis, 2016). Unfortunately,
the activities, such as cybercrime, have continued to rise and evolve rapidly. Recent research in
the country shows that malicious cyber activities are the citizens’ top security concern, with loss
of data to hackers being among the most cited cases. These increased cases have attracted the
attention of different arms of the government, including the executive, legislator, and judiciary.
However, the current measures taken by the government to mitigate the issues do not seem
sufficient or effective. Instead of the defensive approach that the nation is currently adopting, the
state should shift to a more offensive method that not only aims to stop the attacks but also
pursue the attackers and punish them by law.
All the sectors of the economy have been affected by the rise in the cyber-attacks in the
United States. The greatest challenge of cyber-attacks is that just one attack can cause massive
damages through the disruption of millions of systems nationally, or even worldwide. These
distractions always come at a cost of millions of dollars. Other than the economic perspective,
cyber-attacks also pose massive threats to the national security of the United States (White,
2016). For instance, past attacks have hacked healthcare systems and other critical infrastructure
across the United States, including dams, the electric grid, and the Industrial Control System
(ICS). Malicious nations have also hacked American systems and stolen critical data that can be
used to harm the US nationals. For instance, in the ever increasing wars between China and the
United States, the former has been accused severally of hacking into the US Military systems and
steal crucial data, thus posing a massive threat to the nation’s national security.

Like any responsible government would, the US government has also tried mitigating the
national security threats posed by cyber activities. However, the discordant relationship between
the different arms of the government (specifically the executive and the legislature) and the
ineffective strategies adopted by both arms of the government have made it extremely difficult to
register positive results (Kosseff, 2017). Each arm of the government has a role to play in
protecting the country and ensuring national security. The primary role of the legislature is to
formulate policies and regulations governing the country. On the other hand, the primary role of
the executive is to enforce the laws made by the legislature, veto the bills passed, among others.
Finally, the judiciary plays the critical role of interpreting the law and serving justice to all
citizens, including the other arms of the government.
However, the efforts made so far by the government have lacked both cohesiveness and
effectiveness. The congress has passed several laws which the executive has not vetoed. For
instance, after proving Russia’s involvement and interference with the 2016 elections, the
congress proposed sanctions that President Trump’s Administration have failed to implement to
date. Most of the legislations passed are also on the defensive side. For instance, recently passed
policies demand enhanced infrastructure. This is mainly because their aim is to protect American
citizens from attacks. The proponents of this strategy criticize the proposed offensive strategy
claiming that it would result in bad blood between the United States and other nations, thus
causing international conflicts.
The criticisms may be true. Yet, it only confirms that foreign nations are still at the
liberty of attacking the systems in the United States, with the latter still playing the defensive
role. Already the US Intelligence Community (IC) concluded unanimously that malicious attacks
were launched during the 2016 elections by Russia, yet nothing has been done to hold the

country accountable for its actions (Olmstead, & Smith, 2017). Similarly, China has been found
guilty of attacking the United States systems and still no action taken. These situations have
encouraged other attackers, thus putting the citizens in increased risks.
To help mitigate these situations, the much-criticized offensive strategy still remains the
best solution. First, all the arms of the government must improve the country’s capability of
identifying, stopping, and punishing all the human cyber attackers to halt the massive cyberattacks and close the enforcement gap. The government should also increase its efforts in
combating disinformation efforts of foreigners, and this calls for massive investments. Finally,
the government must reestablish the global leadership position that the United States held in
setting policies. These measures will not only boost good behavior in cyberspace bit also
enhance international cooperation and capacity of cyber security issues. As a result, the country’s
national security will be guaranteed.
