The executive order was signed in 2013 to advance the protection and safety measures of the chemical amenities (Kerin, 2016). The main focus of the law is reducing the risks associated with the handling of hazardous substances within which the chemical plant is found. The executive order is focused on a community and ecological health by strengthening the community’s crisis management strategy, enhancement and coordination of general operation and the improvement of procedures and parameter (Kerin, 2016). Through the federal government, various groups are brought together from multiple agencies to work on a common goal in the development of policies and parameters that will ensure the safety and security of chemicals. The elements of the OSHA communication standard 29 1910.119 is a safety regulation whose process is a concern in the safety management of dangerous chemicals. The primary aim is the prevention or reduction of catastrophic outcomes that may arise in the release of toxic, explosive and flammable chemicals in the environment (Suciu et al., 2018).
