The Occupational Safety and Health Administration is a government agency established in 1971
through the enactment by congress to ensure the safety of workers through the enforcement of
laws and procedures. The agency was enacted to provide training, educational outreach and help
in response to the annual accidents in the workplace (Gerkin & Doyon, 2017). Its vision
statement is making America’s workplace safe in the world by mitigating injuries, ailments and
fatal accidents for every citizen. Enforcement procedure of the OSHA is a set of programs and
responses that are targeted for inspection or when a catastrophe occurs. In contrast, compliance
elements are regulator tools which must be adhered to by the employer to provide safety to
employees.
The Environmental Protection Agency (EPA) was an establishment formed on December 2,
1970, in a bid to merge federal research agencies whose responsibility was to create principles
and laws that will promote the wellness of American citizen. The EPA mission is to ensure the
protection of humans and ecological health while it is focused on the environmental factors
which are fundamental in determining the health of the nation (Jennings & Matthiessen, 2015).
The EPA is an independent agency with the mandate to enforce fines sanction and other drastic
measures against violators of the environmental law to ensure the compliance of the ecological
principles. The jurisdiction of the EPA agency ranges from legal to regional authority of the
United States. The mandate of the EPA is the prevention of waste disposal and containment of
hazardous waste.
Issued by former U.S. President Barak Obama, the executive order 13650 was launched as a
result of incidences in chemical facilities. The executive order was signed in 2013 to advance the
protection and safety measures of the chemical amenities (Kerin, 2016). The main focus of the
law is reducing the risks associated with the handling of hazardous substances within which the
chemical plant is found. The executive order is focused on a community and ecological health by
strengthening the community’s crisis management strategy, enhancement and coordination of
general operation and the improvement of procedures and parameter (Kerin, 2016). Through the
federal government, various groups are brought together from multiple agencies to work on a
common goal in the development of policies and parameters that will ensure the safety and
security of chemicals.
The elements of the OSHA communication standard 29 1910.119 is a safety regulation whose
process is a concern in the safety management of dangerous chemicals. The primary aim is the
prevention or reduction of catastrophic outcomes that may arise in the release of toxic, explosive
and flammable chemicals in the environment (Suciu et al., 2018). The standards outlined in the
Act are applicable in all industries, with the exception of oil and gas exploration companies and
unoccupied facilities (Hill, 2016). It highlights the responsibilities of owners and employers of
explosives and blasting chemical agents as well as those of employees.
