When a disaster strikes, planning and resources become so essential in order to overcome the expected
damages. Moreover, that importance increases when a disaster strikes in the area expected to have a
particular needs population. Even though the population of the individual need consists of many groups
that sometimes it becomes the majority of the victims, for example, when a disaster happens at a school
or a nursing home, all the responders have to deal with will be special needs victims. In the emergency
operation plan of the town of Groton, Connecticut, it was clear that they were concerned with including
the special needs population to their plans. That can be demonstrated by the role of rehabilitation of
families, which was given to The American Red Cross, which is an independent voluntary agency that
provides help and support to the responding organization.
There is a special needs coordinator among the staff of the Emergency Operations Center;
transportation is provided for people who have lost their homes. This is especially important for the
dispersed population, so the deficiency of the destitute population that occurred in Katrina does not
happen again.
The areas need improvement:
Physically disabled individuals are not mentioned in the EOP. Rules that ensure their rights are not
neglected may be written in another document, but writing a brief section at EOP will redirect
respondents efforts toward this group and a plan must be developed to meet the special nutritional
needs of the elderly with chronic diseases requiring exceptional food and adequate water.
A disaster mental health team should have been appointed to support disaster victims.
Relying on local pharmacies to provide medicines in times of disaster is not very practical because there
is an opportunity for an entire region not to access some of the medicines just because the local
pharmacies are no longer there. A central storage unit with a stock of drugs will be an excellent support
for local pharmacies.
The team of translators will be of great help in easing the language barrier that may exist in groups that
do not speak English. Teams that meet the needs in these cases will need different resources. For
example, relocating victims will require cooperation between several organizations to provide vehicles
and drivers, as well as allowing them access to fuel in any case so that their operations do not stop.
There is a challenge in providing medicines to victims from local service providers and will require a
system that connects the various service providers in the city to better coordinate the available
quantities. Disaster mental health service providers will be very beneficial for people with special needs.
However, they need specialized training to prepare them to deal with these situations.

populations are included in the planning process:
Have to help the persons with disabilities to evacuate the building because elevators must not be used
during emergencies.
Provide Special Needs Shelters and services to people with special needs who do not have another
choice for sheltering.
An emergency operation plan should include provisions to ensure food is provided to all persons in
shelters because some persons may have specific dietary needs or restrictions.
Planning should include proper ways to communicate with those that have limited hearing or auditory
processing and visual challenges.
Should not isolate service animals from their owners. Service animals are not pers, but tools to help
disabled persons.
Another five (5) instances where they have been overlooked:

Persons with disabilities did not identify or define.
•
Most of the services for persons with disabilities did not identify or explained with details.
•
Transportation not specialized or standardized for persons with disabilities.
•
Services for children did not identify.
•
Medication for special needs did not identify.
2- Utilizing the lists generated above, start thinking about the groups within the community that
could be called upon to assist with including different segments of the special needs population. What
resources do they possess? What conflicts may arise?
Communication Team who are trained to interact with special needs can use sign language or oral
translators, and notepads to communicate with persons who have auditory issues. Moreover, they use
Braille documents, and audio recordings and readers to communicate with persons who have visual
issues.

There are many organizations that can assist in responding to emergencies. The
Red Cross, for instance, is an international organization that responds to almost
all kinds of emergencies. Be it heart attacks, hurricanes, or a need for blood, the
Red Cross is always there. The organization can provide things such as water,
food, shelter, and so many services (American Red Cross Guide to Services,
2011). The Salvation Army can also be called upon to provide things such as
counseling services, food, shelter, and medical services. There are also other
organizations that can help people or societies to recover from disasters such as
fires, floods, tornadoes, and hurricanes, such as the Habitat for Humanity. These
three organizations can assist in preparing for disasters and even in responding
to disasters. A thing to note is that there are a thousand other groups or
organizations outside there that can help in many areas.

I agree with you, the special needs population, requires better attention from disaster
management organizations. There is an importance for this kind of community to be well
educated and trained to survive the strike of disasters. However, to deal with the special
needs population, we should be prepared for the challenges that might arise through the
process, for example, for some individuals within the community can not support
themselves to help when disaster strikes or the stay away from the harm. For such
challenges to overcome, we must initiate specialized training centers to ensured all
responders are trained at high levels and master advanced techniques when dealing with
special needs populations.

I agree with your post that the Special Needs Population should be taking care of within Emergencies or
disasters. So, the overlooked areas you mentioned are susceptible to whom since they couldnt treat or
recover their selves. In my opinion, we should find out all the needs that can help them in emergencies. Also, I
believe all organizations must be ensuring to provide training, but through the Emergency Management
Agency, who is primarily responsible for all sectors are involving in incident disaster.

Nice post,
You have mentioned that raising awareness regarding training personnel to be prepared to support people
with special needs is one of the areas in which the EOP has included. I believe that providing such as drill will be a
beneficial aspect that can facilitate the response mission during incidents. Therefore, disabled persons will likely
need such a high-quality response to be supported during any hazard. One such example of these groups of people is
children. When a disaster strikes a school, for instance, the school should have been prepared an EOP to utilize in
order to protect students who have special needs, including children (Gainey, 2010). I believe that these disabled
people should also participate in the education method, such as drills, to be familiar with the EOP.
