There are various areas where the plant has looked in detail, whereas, in some instances, they have been overlooked. The list consists of these two areas; 1. they have been included in setting the objective were all members of the community in individual and community need empowering to handle emergencies 2. they have been recognized In identifying social environment as individuals in need of additional response 3. also considered in the planning assumptions where offices and department are responsible for providing the necessary access to all members of the community 4. recognition in Philadelphia RSF groups and relevant agencies are proper where a person with a disability is recognized under health and social services 5. considered in individual assistance in relations to Major declarations on emergencies on how to assist individuals and households Areas they are overlooked 1. the role of individuals – people with a particular need to not have a better representation 2. office of emergency response management does not have space for the people with specific need especial on the standing committee 3. there is no training on how to handle special cases such as people with disability during an incident 4. incident command systems lacking some critical point on special need community care 5. there is no clear emergency service function that tends to take care of special needs people Part 2 Looking at the list, different groups need to be called upon to create a robust plan to hand the issues of the special needs program. Such include the people with special needs themselves. They know the problems they go through together with their peers. They will play a critical part in ensuring that the plan considers all these areas. The city’s physical planners and engineers understand the need to have amenities that cater to individual needs people. This helps in designing the infrastructures, and that provides for these people. More so, it will be necessary to consider working closely with the persons with a disability organization to know where they are and whether they can be accessible during the emergency operation. This goes a long way toward the advancement of the emergency development plan. Reference Office of Emergency Management City of Philadelphia (2015, June). Emergency Operations Plan. Moreover, that importance increases when a disaster strikes in the area expected to have a particular needs population. Even though the population of the individual need consists of many groups that sometimes it becomes the majority of the victims, for example, when a disaster happens at a school or a nursing home, all the responders have to deal with will be special needs victims. In the emergency operation plan of the town of Groton, Connecticut, it was clear that they were concerned with including the special needs population to their plans. That can be demonstrated by the role of rehabilitation of families, which was given to The American Red Cross, which is an independent voluntary agency that provides help and support to the responding organization. There is a special needs coordinator among the staff of the Emergency Operations Center; transportation is provided for people who have lost their homes. This is especially important for the dispersed population, so the deficiency of the destitute population that occurred in Katrina does not happen again. The areas need improvement: Physically disabled individuals are not mentioned in the EOP. Rules that ensure their rights are not neglected may be written in another document, but writing a brief section at EOP will redirect respondents efforts toward this group and a plan must be developed to meet the special nutritional needs of the elderly with chronic diseases requiring exceptional food and adequate water. A disaster mental health team should have been appointed to support disaster victims. Relying on local pharmacies to provide medicines in times of disaster is not very practical because there is an opportunity for an entire region not to access some of the medicines just because the local pharmacies are no longer there. A central storage unit with a stock of drugs will be an excellent support for local pharmacies. The team of translators will be of great help in easing the language barrier that may exist in groups that do not speak English. Teams that meet the needs in these cases will need different resources. For example, relocating victims will require cooperation between several organizations to provide vehicles and drivers, as well as allowing them access to fuel in any case so that their operations do not stop. There is a challenge in providing medicines to victims from local service providers and will require a system that connects the various service providers in the city to better coordinate the available quantities. Disaster mental health service providers will be very beneficial for people with special needs. However, they need specialized training to prepare them to deal with these situations. The California Association of Health Facilities has an EOP for disasters that can prepare nursing homes for disasters and maintain long-term care functions. The first is obviously that there is a special needs group in the elderly and the disabled. The entire operation is based on those groups. There is also the staff, who must be secured from patients and trespassers. The resident’s family and visitors are other groups. This group is not permanently there but are commonly present. These can each be found in the evaluation documents. Spontaneous volunteers are another group that has a special set of procedures for their role. The All-Hazards Guide does not address physical disabilities. 2) Utilizing the lists generated above, start thinking about the groups within the community that could be called upon to assist with including different segments of the special needs population. What resources do they possess? What conflicts may arise? The educators of the community have very good connections with vulnerable people in the community, they can certainly help with the special needs population but may have to deal with parents and guardians. Social workers can counsel and respond to emergencies, having a relationship with residents of a care center. The spontaneous volunteers may be family members of residents. They already know the resident of the facility and are likely familiar with the location. Reference https://www.cahfdisasterprep.com/eop ... Purchase answer to see full attachment
