Your recommendation in the policy brief you presented, in Topic 5,
has been accepted by the committee, taken through the legislative
process, and is now ready for implementation. Create an action plan
for implementation. Once you have your ideas outlined you will prepare
an implementation presentation for the legislator to communicate to
all stakeholders. Your 10-15 slide presentation should include: Any stakeholders (any individual or group that would be
impacted by the policy) Required resources and who provides
them (what is needed to implement the policy) Challenges
that might be encountered Time Frame (time frame should be
reasonable) Evaluation processes ( how will you ensure the
policy is effective) Summarize how agencies, personnel, and
public involved in the implementation of the policy will be
impacted. Include a description of the considerations needed for
seamless implementation of the policy for all stakeholders. Use three to five scholarly resources to support your explanations.Include speaker notes below each content-related slide that
represent what would be said if giving the presentation in person.

Policy Brief on the Prevention of
Prescription Drug Abuse among
Youths
David G Medina Ortiz
ADM-624 Public Governance

Introduction
❖ In 2013 and 2014, 10.7 million teenagers and young adults used prescription
drugs for non-medical use.
❖ The abuse of medications such as stimulants, opioids, and depressants
have severe health impacts on these users.
❖ Sadly, 50.5 \% of the millions of teenagers who misuse prescription drugs
obtained them from their friends and relatives for free (Lipari & Hughes,
2017).
❖ Also, doctors are considered the second major source of access to the
medications that teenagers and young adults abuse in the United States.
❖ Therefore it is imperative to develop and implement a prevention and
control policy that reduce the role of these sources in the continued
existence of the epidemic.
The Decision-Making Process for the Policy
❖ The need to provide an advocacy policy that highlights the
effectiveness of certain solutions to the problem.
❖ Explain the state of the problem in the United States
❖Identify the three measures that can be used to combat the problem
within the target population (Keepnews, 2016).
❖Describe the evidence to support the solutions.
❖Explain the benefits and implications of the proposed policy.
❖Finally, increase public support and participation for policy
implementation
Overview of the Policy
❖A prevention plan for prescription drug abuse among persons 12 years
and older.
❖Also, it is an advocacy policy for three strategies for preventing the
major factors that contribute to the epidemic.
❖The primary objectives of the proposed policy is to prevent the nonmedical uses of these medications through physician monitoring,
education, and safe storage and disposal (Keepnews, 2016).
❖Similarly, the policy requires the participation of parents, youths, and
stakeholders in the healthcare , criminal justice, law enforcement, and
educational sectors for its successful implementation.
❖Finally, it is a cost-effective approach for solving the problem.
Prescription Monitoring
Prescription monitoring is the first framework from the proposed
policy.
It is designed to strengthen the tracking capacities of doctors and
pharmacists.
Also, it would encourage other healthcare practitioners to monitor
signs of potential abuse by patients and their relatives.
Similarly, the policy would mandate pharmacists to check prescription
registries before filling new requests by patients and their relatives.
Finally, encourage the review of the guidelines for recommending
maximum dosage for patients who need controlled medical
substances for their treatment.
Education
Educational programs for teenagers and young adults in the schools
and colleges is critical to dealing with the problem
The programs would include the impact of prescription drugs on
their cognitive capacities (Dart et al., 2015).
Participants would include parents and healthcare providers .
Also, it would address the misconceptions regarding the safety and
use of controlled medications.
Finally, the educational aspect of the policy is designed to discourage
the target population from engaging in this harmful practices.
Safe Storage and Disposal of Prescription Drugs
❖ Parents and patients would be advised on the safe storage and disposal of
prescription drugs.
❖ It is a framework that would eliminate 50\% of the access to these controlled
medical substances.
❖ It is a cost effective measures for reduce the potential for easy access to the
prescription medications (Dart et al., 2015).
❖ Finally, this aspect of the policy would complement the positive impacts of
the prescription monitoring and educational programs on the solution to
the problem.
Policy Implications and Benefits
❖ Policy implementation requires the participation and support of diverse stakeholders.
❖ However, it contains cost-effective and appropriate evidence-based solutions to the
problem.
❖ One of the benefits of the implementation of this prevention policy for prescription drug
s abuse is diminished access to the major sources by the target population.
❖ Also, it promote the introduction of standards and guidelines for the adopting of
electronic prescription systems for controlled medical substances.
❖ Similarly, it would redefine the treatment agreement between doctors and patients for
pain treatment and management (Lipari & Hughes, 2017).
❖ Finally, it would contribute to a reduction of the rate of death and injuries from drug
overdose within the target population.
Conclusion
Prescription drug abuse is a problem that would deny the
United States the productive value of its future generation if
it is left unaddressed. While there are several measures for
dealing with the problem, education, prescription
monitoring, and safe storage and disposal are considered the
top three solutions. Finally, it is imperative for the
government to implement this policy that would provide the
resources and framework for implementing these solutions.

POLICY BRIEF ON THE PREVENTION OF PRESCRIPTION DRUG ABUSE
Policy Brief on the Prevention of Prescription Drug Abuse among Youths
Prescription drug abuse by youths and young adults is on the rise in the United States
and responsible for the high rate of chronic health problems within the demographic. According
to the National Survey on Drug Use and Health, there is an epidemic of prescription drug use for
nonmedical purposes that has increased the rate of sudden death and injuries in this population.
Also, drug abuse and other forms of addiction among is estimated to cost the government
$534billion in the provision of healthcare criminal justice and social services that are preventable
(Kirschner, Ginsburg, & Sulmasy, 2014). When consideration is given to the fact that an
estimated 7 million youths have used psychotherapeutic drugs have accessed psychotherapeutic
drugs from a friend or relative in the past one month, then the significance of creating a policy
framework for solving the problem becomes apparent. As a result, the analysis of the factors that
are responsible for the problem showed that prescription drug monitoring, education, and
medication storage and disposal are measures that reduce curb the high rate of death and injuries
from this form of substance abuse.
Prescription drug control and monitoring is one of the critical measures for dealing with
the high rate of misuse among teenagers and young adults. It is a highly effective strategy for
reducing access to painkillers that are abused by this demographic (Patnod et al., 2014). As
Figure 1 shows, doctors are the second leading sources of the nonmedical use of these
substances, including oxycodone and hydrocodone. Also, a policy directive that includes
promotes a tracking and monitoring system for prescription drugs is required by pharmacists to
identify and stop abuse by checking the drug registries of patients and prescription patterns of
physicians.

POLICY BRIEF ON THE PREVENTION OF PRESCRIPTION DRUG ABUSE
Figure 1: How teenagers and young adults source for prescription pain relievers for nonmedical
use among in 2013 and 2014. Source: SAMHSA, Center for Behavioral Health Statistics and
Quality, National Surveys on Drug Use and Health (NSDUHs), 2013 and 2014.
Furthermore, the efforts by parents and patients to store and dispose of their prescription
painkillers safely are crucial to eliminating the level of access that encourages young people to
abuse these substances. According to the data in Figure 1, 50.5\% of the 7million youth that has
accessed these prescription drugs in 2013 and 2014 obtained from a friend or relative for free.
Therefore, a safeguard of the medicine cabinets and proper disposal of unused prescriptions
would have huge impacts on the efforts to solve the problem. Similarly, the education of
teenagers is considered an effective solution to the problem because it would prevent the 25\% of
the addicts who use the prescriptions as study aids and treatment for undiagnosed attentiondeficit hyperactivity disorders (Dart et al., 2015). Therefore, an education of the high and college
students on the negative effects of these prescription drugs on their cognitive development would
enhance the positive impacts of safe storage and disposal of these medications in their homes.
Additionally, the recommended policy has the potential implication of restricting access to the
prescription drugs that are abused by youths in the country and contribute to the development of
a tracking system for these medications. Also, the policy has the benefit of reducing the billions
of taxpayers money that are used for dealing with the healthcare, criminal justice, and law
